I think we dont have enough information to make an informed oppinion.

We have no proof of the timing between shots. No proof of a wider shot that could capture someone walking along the pier. No proof it isnt a member of staff etc etc etc

I really do think we are talking long exposure here. Look closely at shot 3 and you can see an ever so faint impression of where the figure had been standing in shot 2. I think a very 'alive' person was standing there for a while in shot 2 which is why they look solid and was only there for a fraction of time in shot 3 before they walked off.
