Definitely a bear with a fish in its mouth in my opinion.

Well it looks like a bear with a fish to me. Good to see the tabloid doesn't let scepticism get in the way of a good story.

Guys, it's only a bear with a fish in it's mouth if bears can suddenly stand in quick moving water without a) causing a disruption to the waterflow,
b) the bear can somehow manipulate light to create a halo type glow, and c) the bear's feet can mysteriously be seen through the water. Anyone ever recall being able to see the feet of someone flailing about out at sea?

The most interesting thing is how this has been spotted during the consultation phase of a planned road development through the area...I also heard a rumour that Trotsky was seen camping in the area shortly beforehand.
